It covers the main steps from situation assessment, stakeholder engagement, and setting national NCD targets to implementation and monitoring and evaluation, including practical templates and examples.

Comprehensive assessment of situation

This step describes how to undertake a national NCD situation analysis.

A situation analysis guides the identification of priorities for an NCD plan and informs all the following steps in the planning process. It requires an in-depth examination of:

  • the NCD burden, including an analysis of risk factors and morbidity and mortality trends;
  • the socioeconomic situation;
  • review of evidence-based interventions; and
  • assessment of current country responses.

Stakeholder engagement and multisectoral governance mechanisms

This section looks at two complementary aspects:

Stakeholder engagement:

Identifying the stakeholders to be involved (who) in the development of national NCD policies and programmes, and choosing the best methods for engagement (how).

Options for multisectoral governance mechanisms:
